updateSgbVBenefitGroups

Replaces the SGB V benefit groups of a catalogue: which billed positions bundle into a single group ("Pauschale") and their rank within it. A property of the catalogue itself — the group structure varies by federal state and care contract, the same way the catalogue's benefits do — not of any one park using it.
