saveClientPayerParties

Replaces the Beteiligte of one time slice. Separate from the Dienstbereich writes on purpose: the Beteiligte are a statement about the whole client, and changing them must move every Dienstbereich that has not deviated — which only happens if they are not copied into the Dienstbereiche in the first place.

Requires authorization features: client:billing:edit
