createClientPayerConfiguration

Creates a new payer configuration time slice, closing the currently open predecessor for the same client. Optionally copies an existing slice wholesale as its starting point (REQ-CL-004.14) — there is no partial-copy mode.

validFrom must be the 1st of a calendar month; a mid-month start is rejected.

Coarse by design, like deleteClientPayerConfiguration and moveClientPayerConfigurationValidFrom: creating, deleting and moving a slice are statements about the slice as a whole, unlike the two writes below.
