generateTourPlans

Generates the tour plans of a park for a date range and returns them at once, with transit times the simple router estimated. Tours with stops outside the park are then routed and optimized by GraphHopper in the background: routeOptimization is that job, poll job(id) until status is terminal and reload the plans. A tour changed by hand before the job reaches it keeps the user's order. A rate limit of the routing service never fails the job: it waits, and as a last resort keeps the estimated times (warning TOUR_PLAN_TIMES_ESTIMATED).
