rejectPrescription

Transitions APPROVAL_REQUESTED to REJECTED (REQ-CP-022.22). Records the rejection (rejectedOn, informedOn, reason) and drops the prescription's services from planning — the benefit calendar, the Maßnahmenplan and the tour plan — effective tomorrow at the earliest, as every planning removal is. Reverting the rejection restores them.

The period itself is unchanged, so the VO stays under "Gültige" until its end date passes (confirmed with product 2026-08-13). V1 parks are unaffected: their status change fires no planning event, so their rejected services stay planned as before.
