requestPrescription

Transitions a DRAFT prescription to PRESCRIPTION_REQUESTED (Verordnung beantragt). Only valid for follow-up prescriptions (precedingPrescriptionId != null). Initial prescriptions skip this state and go directly from Draft to Received (REQ-CP-022.13).
