terminatePrescription

Prematurely ends a prescription in APPROVED or PARTIALLY_APPROVED, transitioning it to ENDED (REQ-CP-022.34). Terminates the whole VO — not per-service (BR-9). Planning drops services effective tomorrow at earliest (BR-8).
