correctTrainingLevyRate

Corrects an Ausbildungsumlage rate that was entered wrong, replacing the value of an existing entry in place.

Distinct from updateTrainingLevyRate, which adds a new time slice: that is for a rate that has changed, this is for one that was wrong from the moment it was entered. Only the currently valid and any future rate can be corrected; an expired one is fully billed and is corrected through an invoice correction instead.
