setSocialFactoringEnabled

Turns SozialFactoring on or off for a residential park.

Systemadmin-only, on the same feature as the account configuration: switching factoring on is part of the SozialFactoring settings (REQ-BL-014.1), not park administration. A park admin must not be able to start factoring for an account they cannot see.

SozialFactoring buys the receivables a park has already billed itself, so it is orthogonal to ClearingType: it does not change who submits the DTA or who acts as Meldestelle, only who pays the invoice out. It therefore applies exactly to DIRECT_HUSKYCARE parks — an AS_BREMEN park has nothing left to factor, and a POST_OFFICE park has no data path. Enabling it for any other clearing type is rejected.
