How the hours cover the target, cumulatively since a higher qualification may fill a lower slot. Each value is a ratio, 1.0 is 100 percent, and null where there is no actual or the target is zero.

The specialist plus one-year hours against the target of both tiers.

The hours of all tiers against the total target.
