BeamtenbeihilfeParty

Beamtenbeihilfe as a **co-payer beside the Kasse**, never in place of it (REQ-CL-004.12): it takes percentage × min(Höchstbetrag, Kosten) out of the Dienstbereich's budget (§ 38a Abs. 1 BBhV) and the fund keeps the remainder, so a row reads "Pflegekasse + Beihilfe 70 %".

§ 28 Abs. 2 SGB XI mandates a halving for beihilfeberechtigte Personen; the percentage is deliberately left free here rather than pinned to 50, so a deviating Beihilfebescheid can be recorded as it reads.
