Input of the staffing plan settings of updateAnalyticsSettings, replacing the stored plan as a whole.

Refused with ANALYTICS_STAFFING_PARAMETER_NOT_POSITIVE when a factor, hours value or the lowest coverage limit is not above zero, with ANALYTICS_STAFFING_LIMITS_NOT_ASCENDING unless coverageRedBelow < coverageGreenFrom < overstaffedFrom, with ANALYTICS_STAFFING_RATIO_NEGATIVE for a negative ratio, with ANALYTICS_STAFFING_RATIO_CARE_DEGREES_INVALID unless the ratios are care degree 2 to 5, each once, and with ANALYTICS_STAFFING_GROUP_DUPLICATE when a label appears twice.
